Carzita is the fifth mission in the P.N. De Agua Verde province and takes place once all of the other missions are complete.
Once frightening most of the VIPs away, Carzita is forced to host a party at his hacienda in order to convince everyone the the resort is safe. This makes the Ghosts go there and make Carzita give up the VIP list.

We've forced Carzita to return to Agua Blanca to get and repair the resort's tarnished image. He hosting a Lavish party on his private island to try and win back some of his lost clientele. Get to Carzita and force him to give up his list of VIPs.
